Necessary? Not necessarily.
Beneficial? Absolutely - to either hire someone or do it yourself.
Why hire someone? They are presumably very good at what they do and will likely be able to do a better job in a shorter amount of time for a reasonable cost.
Although I generally don't believe in modifying a person in an image beyond what was captured, there are always non-permanent things that can be touched up such as pimples or fallen mascara. Especially things like crooked horizons and white balance adjustments.
It's mostly a matter of opinion but compare these before/after shots.

While retouching won't turn a bad picture into a good one, every picture can be a better version of itself with some retouching. This is nothing to be ashamed about as photos have been retouched since the birth of photography, now we can just do it digitally.
